Supreme Court: While considering the continuing proceedings arising from its earlier directions concerning building safety and inspections, dealt with the implications of a tragic building collapse at Satya Niketan, Motibagh, New Delhi, resulting in 7 deaths and 12 injuries and taking note of the proceedings initiated by the Delhi High Court and the submissions of the Amicus Curiae, the Division Bench of Ahsanuddin Amanullah and R. Mahadevan, JJ., declined to transfer Satya Niketan PG Hostel Building Collapse case from Delhi High Court to itself and directed the concerned parties to file comprehensive affidavits and reports regarding compliance with its earlier directions.
The present matter was listed pursuant to a motion made by the Amicus Curiae, whereby he brought to the Court’s notice a “tragic incident” at Satya Niketan, Motibagh, New Delhi, where a building being run as PG hostels for boys, had collapsed, resulted in the death of 7 persons and injuries to 12 persons.
The Court was also informed that the Delhi High Court, in Aniket Kumar Gupta v. State (NCT of Delhi), 2026 SCC OnLine Del 6754, order dated 7 September 2026, had issued several directions including a comprehensive examination of the regulatory framework governing PG hostels, the availability of university/government hostels, the legality of the collapsed buildings, accountability of officials responsible for regulatory lapses. The matter before the High Court was thereafter fixed for 25 September 2026.
The Amicus Curiae submitted that matters before the Delhi High Court appeared to be “moving in the right direction”. It was pointed out that although the Delhi High Court had taken up the issue following the tragic incident involving a PG hostel, in the present proceedings all such issues stand included in the action being taken and reports to be submitted by the authorities concerned in terms of the earlier orders. The Court was further informed that inspections had been conducted in specified areas of, Delhi: Lajpat Nagar, Malviya Nagar, Saket and Sarojini Nagar and Lucknow: Aliganj, and that these inspections had been confined to the areas covered by the Court’s earlier directions.
The Amicus Curiae suggested two possible courses in relation to the proceedings pending before the Delhi High Court, (i) the Court could consider transferring the Delhi High Court proceedings so that they could be tagged with and heard along with the present matter, or (ii) the Court could clarify its earlier order and direct the authorities to comply not only with the directions issued by the High Court, which could continue to operate independently, but also to submit before the Court a report covering all issues raised from time to time in the present proceedings.
The Court accepted the suggestion. However, at this stage, the Court declined to disturb the proceedings pending before the Delhi High Court and permitted them to continue. The Court specifically requested the High Court to “monitor the case at short intervals”.
Further, the Court directed that affidavits be filed by the concerned parties, not limited to Delhi and Lucknow, concerning compliance with the directions issued from time to time in the present proceedings. The Court specifically required compliance reports with regard to:

the directions contained in the order dated 25 March 2026, particularly paragraphs 6 and 7; and
The matter was directed to be listed on the previously fixed date, 15 September 2026 at 2:00 P.M.
